ASI plans e-ticketing for Red Fort, Qutub Minar

eticketThe Archeological Survey of India (ASI) is planning to start e-ticketing at world heritage sites like Red Fort and Qutub Minar. The initiative is already in place at Humayun’s Tomb and Taj Mahal.

One of the officials said that after online booking for entry to all the ASI-protected world heritage sites, the facility will be extended in a phased manner for the other ticketed monuments.

ASI has 116 ticketed monuments in India, of which 10 are in Delhi, including three world heritage sites. As of now, it’s not clear that when exactly the e-ticketing will be rolled out in other monuments. However, the Culture Ministry was looking into the plans and targeting extending e-ticketing within the next two to three months.

Every year, renowned sites like Qutub Minar and Red Fort witness a lot of visitors. Many officials believe that e-ticketing would go a long way in improving tourist services. One of the senior ASI officials said that world heritage sites are a priority, after which they will look at expanding the service to other monuments as well.


Ajit Seth is new PESB Chairman

Ajit-Seth-Cabinet-Secretary-29012015Ajit Kumar Seth, the former Cabinet Secretary, has been appointed as the Chairman of the Public Enterprises Selection Board (PESB).

Seth has been appointed for a period of three years or till he attains 65 years of age. He is a 1974 batch IAS officer of Uttar Pradesh cadre and has been appointed replacing Atul Chaturvedi, who has completed his tenure.

In addition to it, IAS officers Gauri Kumar and Anshuman Das, former CMD, NALCO, have been appointed members in PESB. Gauri will be replacing K.M. Acharya, a 1974 batch former IAS officer of Madhya Pradesh cadre, who has completed his tenure, while Anshuman has been appointed in place of Ashwani Kumar Datt.

Abhay Singh appointed Private Secretary to Agriculture Minister

Abhay Kumar Singh, a 2004 batch IAS officer of Bihar cadre, has been appointed as Private Secretary to Agriculture Minister Radha Mohan Singh. The appointment is for five years or on a co-terminus basis with the Minister’s tenure.

Currently, he is working as Additional Secretary in the Department of General Administration, Bihar. Prior to this, he was District Magistrate, Patna.

PM to make e-visit to police stations across three states

narendra_modiPrime Minister Narendra Modi will soon take a close look at the Cubbon Park Police Station in Bengaluru, via a video conference from Delhi. He has also chosen two more police stations in Assam and Uttar Pradesh, which have adopted the smart policing under the government’s Crime and Criminal Tracking Network & Systems (CCTNS) project.

While the two States are still under the process of CCTNS project, Bengaluru becomes the maiden city to create the IT-enabled system to investigate crime and track down the criminals. The city police are busy preparing for the live video conference and special training is being given to Inspector on how he must conduct himself on phone while interacting with PM.

Under the CCTNS scheme, the Central Government has granted an amount of Rs 72 crore to Karnataka. Out of it, an amount of Rs 50 crore has been given to HP Software, which is looking after the CCTNS in the State. Further, BSNL is offering communication services to this project worth Rs 10 crore.

In one of his statements, Additional DGP (Computer Wing) P Ravindranathan said that there will be a trial video conference on August 19. Later, Chief Secretary Kaushik Mukherjee and DGP Om Prakash will interact with the PM on August 26, along with Sandeep Patil, DCP (Central) and the Cubbon Park Inspector, who will speak from the station.

As per a senior official, amongst all the police stations, Cubbon Park was chosen because it is fully digitised. There are 10 computers in the station and the policemen have received training in using them. Important documents like FIR, charge-sheet, police verification, case status, etc. are being uploaded by the station staffers so that they can be accessed from anywhere.

OP Rawat is new Election Commissioner

eci-logoOP Rawat, a 1977 batch IAS officer of Madhya Pradesh cadre, has been appointed as Election Commissioner. He has retired as a Secretary of the Union Government and will join Chief Election Commissioner Nasim Zaidi and Election Commissioner AK Joti in the three-member poll-panel.

Rawat’s tenure in the Election Commission will end in December 2018. A Chief Election Commissioner or an Election Commissioner has tenure of six years or till the time the person attains the age of 65 years, whichever is earlier.

Noida: e-challan to cover four new road rule violations

e-challansThe Noida-Greater Noida expressway these days is heading towards the Intelligent Traffic Management System (ITMS). The Noida Authority has written to the traffic department to include four more road violations being committed by the commuters. In turn, the traffic department will request the authority to get the offences included in the software running in the e-challan system.

One of the officials said that they have asked the traffic department to fine the drivers not wearing seat belts and those who drive in reverse direction along both carriageways of the expressway. Moreover, heavy vehicles with high speed will be fined, along with the vehicles that are parked along the expressway for more than five minutes.

The traffic police have given a positive response regarding the same. Traffic SP RN Mishra said that he will soon request the authority to get the suggested offences included in the software running the e-challan system. In addition to it, they also need to include the violation section under the Motor Vehicles Act (MVA) and the fine amount in their server.

Net Neutrality war rages on in mygov.in

mygovThursday is the the last day for submitting comments and suggestions to the government on mygov.in, as a huge debate is going on regarding Net Neutrality. The deadline was extended by five days on August 15 after a lot of people came up with their comments. As of now, around 70,000 people have submitted their comments and suggestions on the issue.

In the month of April, Telecom Regulatory Authority of India (TRAI) had received more than one million comments with a large number of people demanding implementation of ideal net neutrality.

Net neutrality calls for an equal treatment to all the internet traffic without any special favours to an entity or firm on the basis of payment for content or service providers such as telecom companies, which seems unjust.

The expert panel has proposed regulation of domestic calls through internet-based apps like Skype, Whatsapp and Viber putting them on par with services offered by telecom operator. However, the committee has suggested a free approach to app-based international calls.

As per the data from TRAI, the pricing difference is around 12.5 times in the case of a voice call and 16 times for messages between services offered by telecom operators and Over-the-top (OTT) players.

Net Neutrality became a bone of contention in the wake of Bharti Airtel announcing a plan to include separate charges for VoIP calls at standard rates. The government will now take the decision after going through the public opinion and recommendations of TRAI.


IPS Karnal Singh gets additional charge as ED

k-singh-copyThe Appointments Committee of the Cabinet (ACC) has assigned the additional charge of Director, Enforcement Directorate, to Karnal Singh, who is a 1984 batch IPS officer.

Currently, Singh is an ED Special Director and has been given the post of ED for a period of three months or until further orders for a regular appointment. He has replaced senior IAS officer Ranjan S Katoch, who held the post for almost three years.

After completing his two-year tenure, Dr. Katoch was given three extensions as ED Director. In the month of January, he was appointed Secretary in the Department of Heavy Industry.

Odisha to allocate 2% of annual budget for eGovernance

in-OrissaThe Odisha Government has decided to allocate two per cent of the annual plan budget of different departments to offer services to the citizens on electronic platform.

As per one of the officials, the intention to utilise eGovernance as a tool is to bring in transparency, responsiveness and accountability in governance. The Government, after careful consideration, has decided that all government departments will earmark two per cent of their annual plan budget or one per cent of their overall budget (whichever is more), for IT spending to provide services through the electronic mode. The decision to keep funds is in line with the promise made in the State Information and Communication Technology (ICT) policy-2014. According to the policy, the State Government will initiate eGovernance in every department so that the citizens could avail most of the services without facing any troubles.

The total amount to be spent by the government departments for providing public services on electronic platform would be Rs 800 crore annually, sources said.

The resolution requires the departments to publish their annual eGovernance action plan, monthly e-transactions and milestones containing details of investment planned in the IT infrastructure, application development, business process re-engineering, capacity building of the personnel at various levels, in order to make the department’s initiatives viable.

Ashwani Lohani to head Air India

Image-of-Aswani-LohaniAshwani Lohani, the engineer-turned bureaucrat, has been appointed as Chairman and Managing Director at Air India.

Lohani holds four engineering degrees and has authored two books: one on steam engine and the other on management. Apart from that, he is the first Railway Service Officer to be appointed as Chairman and Managing Director of Air India. He will be succeeding Rohit Nandan, who is a 1982 batch IAS officer of Uttar Pradesh cadre.

Karnataka to launch first of its kind mobile app

25 AugKarnataka Police is all set to launch a first of its kind mobile application to help follow a standard operating procedure (SOP) at a crime scene. The initiative will be taken to minimise human errors.

Alok Mohan, Additional Director General of Police (Law and Order), feels that in their first visit to a crime spot, investigators forget to stick to the SOP. Some minor evidence can help solve cases and the collection and examination of such evidence is critical to investigate a case. He further added, “The application will guide the investigators from their very first visit to a scene of crime.”

The app has been developed under the Karnataka Government’s eGovernance initiative. Director General and Inspector General of Police ST Ramesh was the first to introduce an investigating officer’s kit and tapes to cordon crime scenes.

According to the police investigation manual, a scene of crime must be carefully examined for physical and chemical evidence, as anything can give a lead.

DCP (Crime) R Ramesh supervising the Central Crime Branch, said, “ Minor evidences like nails, hairs, blood stains, among other things, are often overlooked by investigators. In each police station, four-five constables will be trained in collecting and protecting evidence from crime sites. There are chances that they might forget what they read or hear. Hence, this application will be with them to act effectively.

‘Clean Noida’ app to be launched on Aug 31

26832aaThe Noida Authority is all set to come up with a mobile app called ‘Clean Noida’, a platform where the problems related to garbage disposal will be addressed. The app will be launched on Aug 31 by Rama Raman, Chairperson and CEO, Noida Authority, and allow residents to upload the photographs of unattended garbage and alert the civic authorities.

Rama Raman said, “The aim behind launching the citizen-friendly app is to promote a clean city through technology. The new Clean Noida app will encourage peoples’ involvement in taking up cleanliness activities in the city. I think it is collective responsibility to keep our surroundings clean.”

The app targets to focus on cleanliness in the city and deal with sanitation problems faced by the residents. Besides, it will also give information about public toilets and garbage-collection bins marked on the Google maps.

“The mobile app will exclusively counter the city’s garbage gripe, be it cleaning a park, road or drain. If citizens want removal of garbage from bins or a dead animal from the roads, it will be possible with the application”, Raman added.

The app can be easily downloaded from Google Play Store. It has been developed by Suparna Systems based in Bangalore. CEO of the firm, Satish Kumar, tells that the app will keep a track of the follow-up action by sanitation and other workers of the Authority.

16 IAS officers reshuffled, JS Deepak is new DeitY Secy

J S Deepak, a 1982 batch IAS officer of Uttar Pradesh cadre, has been appointed as the new Secretary in the Department of Electronics & Information Technology, Ministry of Communications & Information Technology. Currently, he is serving as the Additional Secretary, Department of Commerce, Ministry of Commerce & Industry.

Deepak will join in place of Ram Sewak Sharma, IAS (JH:1978), consequent to his appointment as the Chairperson, TRAI, , according to a press statement issued by the Government.

Apart from him, the Government also reshuffled 15 other senior IAS officials. They are:

  • Shaktikanta Das, IAS (TN:1980), currently Secretary in the Department of Revenue, Ministry of Finance, has been appointed as Secretary, Department of Economic Affairs, Ministry of Finance. He will replace Rajiv Mehrishi, IAS (RJ:1978) on his superannuation on 31.08.2015.
  • Hasmukh Adhia, IAS (GJ:1981), currently Secretary in the Department of Financial Services, Ministry of Finance, has been appointed as Secretary, Departmentt of Revenue, Ministry of Finance, replacing Shaktikanta Das, IAS (TN:1980) on his relinquishing the charge of the post.
  • Ms Anjuly Chib Duggal, IAS (PB:1981), currently Secretary, Ministry of Corporate Affairs, has been appointed as Secretary, Department of Financial Services, Ministry of Finance. She will replace Hasmukh Adhia, IAS (GJ:1981) on his relinquishing the charge of the post.
  • Tapan Ray, IAS (GJ:1982), currently Additional Secretary, Department of Electronics and Information Technology, Ministry of Communications and Information Technology, has been appointed as Secretary, Ministry of Corporate Affairs. He will replace Anjuly Chib Duggal, IAS (PB:1981) on her relinquishing the charge of the post.
  • Vijay Shankar Madan, IAS (UT: 1981), currently Director General and Mission Director, Unique Identification Authority of India, has been appointed as Secretary, Department of Land Resources, Ministry of Rural Development. He will replace Vandana Kumari Jena, IAS (OR:1979) consequent on her superannuation on 31.07.2015.
  • Vinod Zutshi, IAS (RJ:1982), currently Deputy Election Commissioner, Election Commission of India, has been appointed as Secretary, Ministry of Tourism. He will replace Lalit K Panwar, IAS (RJ:1979) consequent on his superannuation on 31.07.2015.
  • Sunil Arora, IAS (RJ:1980), currently Secretary, Ministry of Skill Development and Entrepreneurship, has been appointed as Secretary, Ministry of Information and Broadcasting. He will replace Bimal Julka, IAS (MP:1979) consequent on his superannuation on 31.08.2015.
  • Rohit Nandan, IAS (UP:1982), currently Chairman and Managing Director, Air India, has been appointed as Secretary, Ministry of Skill Development and Entrepreneurship. He will replace Sunil Arora, IAS (RJ:1980) on his relinquishing the charge of the post.
  • Ajit M Sharan, IAS (HY:1979), currently Secretary, Department of Sports, Ministry of Youth Affairs and Sports, has been appointed in AYUSH vice Nilanjan Sanyal, IAS (OR:1979) consequent on his superannuation on 31.08.2015.
  • Sanjay Kumar Srivastava, IAS (UT:1980), currently Secretary, Department of Official Language, Ministry of Home Affairs, has been appointed as Secretary, Coordination and Public Grievances, Cabinet Secretariat. He will replace Gauri Kumar, IAS (GJ:1979) consequent on her superannuation on 31.08.2015.
  • Rajiv Yadav, IAS (AM:1981), currently Special Secretary and Financial Advisor, Ministry of Chemicals and Fertilizers, has been appointed as Secretary, Department of Sports, Ministry of Youth Affairs and Sports. He will replace Ajit M Sharan, IAS (HY:1979) on his relinquishing the charge of the post.
  • Shri Girish Shankar, IAS (BH:1982), currently Additional Secretary, Ministry of Tourism, has been appointed as Secretary, Department of Official Language, Ministry of Home Affairs. He will replace Sanjay Kumar Srivastava, IAS (UT:1980) on his relinquishing the charge of the post.
  • Pravir Kumar, IAS (UP:1982), currently Director General of Foreign Trade under Department of Commerce, Ministry of Commerce and Industry, has been appointed as Secretary, Inter-State Council Secretariat. He will replace Sunil Soni, IAS (MH:1981).
  • Shri Amarendra Sinha, IAS (UK:1981), currently Development Commissioner, Ministry of Micro, Small and Medium Enterprises, has been appointed as Secretary, National Commission of Minorities. He will replace Rajiv Takru, IAS (GJ:1979) on his superannuation on 30.09.2015.
  • Shri Raghav Chandra, IAS (MP:1982), currently Additional Secretary and Financial Advisor, Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture and Farmers Welfare, has been appointed as Chairman, National Highways Authority of India under Ministry of Road Transport and Highways replacing R P Singh.

 

Rajiv Mehrishi is the new Home Secretary

350230-mehrishiRajiv Mehrishi, a 1978 batch IAS officer of Rajasthan cadre, has been appointed as Home Secretary in the Department of Economic Affairs, Ministry of Finance, for a period of two years. He has taken over the charge from L C Goyal, who is voluntarily retiring from service with immediate effect by waiving the notice period.

In a similar development, an additional charge of the post of Secretary, Ministry of Earth Sciences has been given to Prof K Vijay Raghavan, Secretary, Department of Biotechnology. He has been appointed in place of Dr Sailesh Nayak on his relinquishing the charge of the post on August 31, 2015 for a period of three months or until the appointment of a regular incumbent or until further orders, whichever is the earliest.
